Hakuben arrived at the Cloud shortly after killing an ex-chuunin of her village. The Chuunin had left the village without permission, thus becoming a missing-nin. Hakuben, who had just recently discovered that there was a "General Missing-Nin Bounty" had picked up the body to collect the reward. Jumping in through the window to the office, Hakuben left no time for formalities. She stepped in and began looking around for the Raikage.

Somebody was passing by, signing a music with a low voice.
Hiro saw Haku who was serching around for something, so he stepped by.
"Oh...Kazekage..." after seeing her from near.
"Want anything?" asked him, placing his hands in his pockets, looking lazy.

Kitaro looked around and then noticed Hakuben standing there. He knew that he had killed a missing ninja and he was deserving of the reward that followed due to bounty law. He smiled at Hakuben and completely ignored the chunin in his office and offered him politely any A rank jutsu that Kitaro knew that Hakuben knew Kitaro knew.
