History/Background Story:He was born in the hidden village in the shadows but his parents didn't want him because he was to dangerous to everyone.If he looked at someone he would scare them half to death and they would run.He hated his life so he tried to stab himself until someone stopped him.it was the mizukage!he said "don't kill yourself come with me join the mist"i followed him to the mist village where i trained and became a gennin.I am the mizukage's right hand man and he trust me he beleives i can beat anyone.

Little more description to your personality. Your jutsus also need descriptions, and keep in mind, you can only use up to a C rank technique. Now I know Fierce Raining at Will doesn't have a rank, but it's definitely going to be higher then a C... something that affects an environment like that.

Most of the descriptions can already be found on leaf ninja, so test it out.

And the nine tails is still in possession of naruto Uzumaki, so... take that out.
